Based on OGC and ISO standards, the INSPIRE implementing rules define data encodings for the themes and a collection of data services by which the themes are exchanged.  The Geography Markup Language (GML) is the sole data encoding for INSPIRE data themes.  Utilising GML 3.2.1 (ISO 19136:2007), Legal Mandated Organisations (LMO) and Spatial Data Interest Communities (SDIC) have collectively defined a European-wide common understanding of each theme and realised this understanding in the creation of a GML Application Schema per theme.
